Man arrested on molesting charge

6-16-2007 Indiana:

Five others had gone to jail for going after him for alleged sex abuse.

SOUTH BEND -- A man was arraigned Friday on a Class A felony charge that he molested a 9-year-old girl -- alleged abuse that had led five people to come to his house and allegedly toss gasoline on him nearly two weeks ago.

Lemual Carr, 50, is in the St. Joseph County Jail, where his bond has been set at $750 cash, according to the county prosecutor's office. He was arrested Thursday. His initial hearing has been set for 8 a.m. June 29 in St. Joseph Superior Court.

According to the affidavit filed in St. Joseph Superior Court, he allegedly fondled the girl with penetration June 5 at his Walnut Street home. The girl, a family friend, had spent the night there. She returned home shortly afterward and told her mom, who says she took the girl immediately to the hospital to have her checked for signs of abuse, knowing that it would allow investigators the best chance to collect evidence.

After they left for the hospital, five family members and friends allegedly went to Carr's house and forced their way inside, according to police. One of the five allegedly tossed gasoline on him. They were arrested that night and remain in jail on charges of residential entry. One was also charged with disorderly conduct, another with resisting law enforcement and another with false informing.

Man, attacked on suspicion of child molesting, appears in court
6-29-2007 Indiana:

SOUTH BEND — A 50-year-old man who was reportedly doused with gasoline after he allegedly molested a 9-year-old girl was in court this morning.

Lemual Carr must plead to one count of child molesting, a Class A felony, by Aug. 30. Otherwise, he will go to trial Nov. 7, according to the dates scheduled today.

Carr is accused of inappropriately touching a child who had spent the night of June 4 at Carr’s home in South Bend.

The girl reportedly told her mother what happened immediately after.

Friends and family members of the girl reportedly sought retaliation against Carr at his home and have been charged with residential entry, disorderly conduct, resisting law enforcement and false informing. ..more.. by Tribune Staff Report

Revenge attacker indicted

6-28-2007 Alaska:

A Kodiak man accused of erupting in an alcohol-fueled revenge attack in the early morning hours of June 16 was indicted for assault in the case, but a Kodiak grand jury refused to indict him on attempted murder charges.

The grand jury indicted Darryl Wayne Squartsoff, 38, on two felony assault counts for a attacking Thomas Alpiak, 45, with a knife.

In a closed-court proceeding conducted by assistant district attorney Stephen Wallace on June 21, the grand jury indicted Squartsoff on one count of first-degree assault and one count of second-degree assault. The grand jury rejected an attempted murder charge brought by the state. Wallace was not available to comment on the case this morning.

Kodiak District Attorney Michael Gray said Squartsoff has one prior felony conviction from a similar assault in 1999. Squartsoff would receive a sentence up to 14 years if convicted, Gray said. Both Alpiak and the prior assault victim are uncles to Squartsoff, Gray said.

On the morning of the knife attack, Alaska State Troopers and Kodiak police officers were called to a trailer on Spruce Cape Road after one man fled the trailer and flagged down a passing taxicab driver to call for help.

A trooper and one KPD officer entered the trailer to find Squartsoff holding a knife to Alpiak’s neck. Alpiak was holding still and officers could not immediately tell if he was alive, according to the complaint filed by trooper Brian Mitchell after Squartsoff’s arrest.

Alpiak told investigators he was trying not to be injured further and had been sitting on the floor with a knife to his neck for almost 30 minutes, according to Mitchell’s felony complaint.

Mitchell wrote that Squartsoff confessed twice — once at the scene and later at the Kodiak Jail — claiming he was sexually assaulted by Alpiak 30 years ago. Squartsoff asked for an attorney during the jailhouse interview with Mitchell.

Mitchell wrote in the complaint that he stopped asking questions after Squartsoff requested an attorney, but Squartsoff continued talking, asking if Alpiak was dead and saying he finally “got him.”

Squartsoff would have been 8 years old at the time of the sexual assault. Alpiak would have been 15.

Alpiak is a registered sex offender, but was never convicted of sexual assault, according to the Alaska Department of Public Safety sex offender database. The database cites one conviction under Alpiak’s name, for second-degree attempted sexual abuse of a minor in 1997.

Squartsoff is being held at Kodiak Jail. His bail was set Saturday at $75,000 cash and he must have a third-party custodian to be set free. ..more.. by SCOTT CHRISTIANSEN

October 1999 California:

Chris Harrison Decker was just another tenant at the 531 W Wilson Street apart-- ment complex in the Orange County city of Costa Mesa. He paid the $795-a- month rent for his two-bedroom apartment on time and got along with his neigh- -bors. "There was peace in rny life," Decker recalls.

But on September 8, 1998, several Costa Mesa police came by the complex with a stack of flyers that named Decker as a high-risk sex offender, convicted in 1977 of the rape of a 31-year-old Garden Grove woman. The flyer said, "The purpose of this release of information is to allow members of the public to protect themselves and their children from sex offenders." The police included Decker's mug shot and listed his tattoos, a bug and a flower on his chest.

The following day, Decker found a 30-day eviction notice nailed to his door. He had served eight years at the California Institute for Men in Chino and had moved to Costa Mesa to start over, pursuing his calling as a minister to street people. Bogus sexual offender warnings left on doors

6-21-2007 Colorado:

From Evans to Greeley, Fort Collins and Loveland, the phony warnings were left tucked into front doors Tuesday, warning residents of sexual offenders moving into the neighborhood.

The problem, many discovered, was that the Web site listed on the note has a fee -- $7.95 to sign up, then $4.95 per month. But residents can get better information for free.

Police throughout northern Colorado said they've been flooded with complaints from people worried if the notes were true. Greeley police Sgt. Joe Tymkowych said the city is investigating if distributing the notes may be a violation of the city's solicitation laws. In Greeley, distributing advertising flyers or selling door-to-door requires a city permit.

Meanwhile, area law agencies are warning residents about the notes.

"This information is available free of charge on the Greeley Police Department Web site," Tymkowych said, "and on the Weld County Sheriff's Office Web site, and the Colorado Bureau of Investigation Web site."

In Greeley, residents can go to www.greeleypd.com and click on the "Greeley Sex Offenders" link.

There will be a map with small balloons marking the home of registered sex offenders. Click on the balloons and the name of the offender will show; click on the name and the offender's photo and offense will appear.

The man who sent out the flyers lives in Colorado Springs, and would only give his first name, "Gordon," according to news reports. He said he started the business to provide a service, saying "people should be scared" about sexual offenders moving into their neighborhoods.

However, he also said that the attention he's received from the media and police have helped him decide to stop passing out the flyers.

Possibly a coincidence, the flyers were distributed in Greeley the day after police announced they were having a meeting about a violent sexual predator moving into the city. That meeting is scheduled for 6:30 p.m. tonight at the Union Colony Civic Center, Hensel Phelps Theater.

Web-savvy moms stalk pedophile

Mom-based Internet sites that usually focus on tame topics like finding an affordable nanny or buying ballet shoes have latched on to a more serious issue: Getting rid of an admitted pedophile who recently moved to the Los Angeles area.

Users of Web sites including Peachhead, Moms Club and Booby Brigade are using a high-tech form of vigilante justice to try to exile a man named Jack McClellan, a self-proclaimed pedophile with a Web site of his own.

"I can't think of a topic that has been as heated as this," said Linda Perry, who launched www.peachheadfamilies.com in 1997. "There have been lots of incidents of people coming together, but I can't think of an example of where it was fighting an evil."

It all started a few weeks ago when Jane Thompson, a member of a Yahoo! group called Booby Brigade, discovered that her toddler son had caught McClellan's eye.

Under pressure from Mothers Against Sexual Predators in Seattle, McClellan moved from Washington state to Los Angeles and relaunched his Web site, which had been shut down in the Pacific Northwest. It lists outdoor venues for watching children and rates them, based on how many kids are present.

It was one such posting, about a group of "cuties" dancing onstage at the Lummis Day Festival in Highland Park on June 3, that caught Thompson's attention. Her son was among the youngsters described by McClellan.

After getting over her initial shock and horror, Thompson sprang into action, posting a message on the Booby Brigade bulletin board that asked members to come up with ways to fight back.

"I didn't even know this person existed until 10 days ago," Thompson said. "Someone posted a link to an article, and normally it's the kind of thing I would have just deleted, but some intuitive voice said, `Check this out.' I read it and said, `Holy cow, this guy's talking about my kid!"'

In the days since she posted her appeal, members of Peachhead, Moms Club and Booby Brigade have set up a donation site, started circulating fliers with McClelland's photo at parks and other public areas, and launched a phone campaign to notify local police and schools of McClellan's presence.

Information such as the make and model of his car is being sent from moms groups in Seattle, then posted on local Web groups.

Admitted attraction

Ron Tebo, a Web master and concerned father in New York, set up www.jackmcclellan.com, a frequently updated "anti-Jack McClellan" site that includes information from online groups and from McClellan's own site.

According to Tebo's site, McClellan has been seen in recent days in Burbank and at the Santa Clarita Lanes bowling alley.

McClellan could not be reached for comment. But in an earlier interview with Fox News, he said he's attracted to girls ages 3 to 11, and gets a sexual high from being around them.

And in an interview this week with KCAL-TV (Channel 9), he said, "It really isn't just a sexual thing, it's really the whole ambiance of being around children that I enjoy."

When asked whether he is a pedophile, he said, "I didn't even consider myself one till a couple years ago. I started reading some of this stuff on the Internet and it resonated with me."

Thompson said her goal is to get legislation passed that would protect a child's image on the Internet, even if the image is not in itself illegal.

Other angry parents have suggested hiring a private investigator to follow McClellan and even resorting to violence.

Pattie Fitzgerald, the founder of Safely Ever After, a Santa Monica company that runs safety workshops for kids and parents, said anger is understandable, but that a more calculated response would do more good.

"I've been watching it on Peachhead. Last week it started to get, `Let's get the torches and burn the village down.' I understand that, but you have to do some other things to protect your kids.

"For every Jack McClellan out there, there's five others in your neighborhood that you don't know anything about," she said.

Fighting back

Instead of focusing all the attention on a publicity-hungry person like McClellan, she said, parents should teach their kids some basic preventive skills.

In her workshops, Fitzgerald teaches kids key phrases to help them respond during an encounter with what she calls a "tricky" person.

First, kids are told to always "check first" with the responsible adult in charge before going anywhere or doing anything with another person. The minute someone asks them something that's against the rules, they should "cut the conversation" and run to the safe grown-up in charge.

Telling kids not to talk to strangers is probably worse than doing nothing, she said, because "kids think a stranger is a scary man with a green face and a scary cape who looks like the boogeyman." If someone looks nice, then they aren't considered a stranger by kids, she said.

Beyond teaching such skills and keeping kids safe in all the common-sense ways, there isn't much that can be done about McClellan.

"He likes to go to the edge," said Lt. Thomas Sirkel of the Los Angeles County Sheriff's Department's Special Victims Bureau. "As soon as he goes over it one iota, we will respond."

Sirkel said the department knows about McClellan and is working with other law enforcement agencies to track him. However, authorities currently don't know his whereabouts.

But even if they did, there's not much that can be done, because McClellan has never been arrested or convicted of breaking the law.

"The fact that he hasn't been caught yet is what has people's hands tied," Thompson said.

"The flagrant manner with which he goes about exposing his desires is a slap in the face to every loving parent and every law enforcement officer." ..more.. by BARBARA CORREA

Mom upset family jailed, but not man girl accused

Relatives doused alleged attacker of 9-year-old with gasoline, police say.

SOUTH BEND -- A local woman says she was resting about 5 p.m. Tuesday when her 9-year-old daughter came home, crawling into bed with her and saying that she'd just been sexually abused by a family friend -- the same one who'd just dropped her off.

The mother, whom The Tribune is not naming to avoid identifying her daughter, says she took the girl to Memorial Hospital within an hour to have her checked for signs of molestation.

While they were at the hospital, she says, four family members and a friend must have gone to the home of the man who allegedly abused the girl. According to police reports, they forced their way into the house in the 700 block of South Walnut Street and doused him with gasoline.

The mother says she had no idea what they were up to, but she adds, "Yeah, my family was wrong, I can admit to that. ... What about my daughter? It's all about my daughter."

The mother says she and her daughter are upset the man is still free and their family is in jail.

Catherine Wilson, spokeswoman for the St. Joseph County prosecutor's office, said she expects charges to be filed today against the five who went after the man.

As for any possible charges against the man accused of raping the girl, Wilson said that case was still under investigation Thursday by the Family Violence and Special Victims Unit.

The Tribune is not naming the man or those accused of attacking the man, to protect the identity of the girl and because they have not been charged with a crime.

Local TV reporter victim of harassment

Vigilantism against a TV Reporter

6-6-2007 Washington:

A KING 5- TV reporter and Laurelhurst resident was harassed when someone in the early hours of May 12 put fliers announcing that she was a sex offender on windshields of vehicles on the woman's street.

The fliers listed her current address, her former address, her date of birth and her phone number, and they characterized the reporter as a "high-level sex offender" who had just been released from treatment, according to the police report.

The fliers - which misspelled her first name - also claimed the woman has a drinking problem and smokes crack cocaine, the police report adds.

A neighbor of the reporter spotted the fliers and collected them, the reporter told police.

The reporter has her suspicions about who was responsible. It was allegedly Andrew Vaughey, a mortgage broker and real-estate agent the reporter was investigating for a story that aired on May 15.

Police declined to release the reporter's name. But a search of the KING-5 TV website revealed the story about the mortgage broker was put together by Susannah Frame, who did not return a call for comment.


ACTIVE INVESTIGATION

Vaughey caused two brothers to go broke after they bought two condos and a house through him, according to Frame's story. The broker allegedly forged loan documents to show one brother was making 41-percent more money than he was to qualify for the loan, and Vaughey also allegedly inflated the value of the house the brothers bought by $205,000.
