Seymour residents charged in connection to fire in sex offender's home

11-26-2004 Missouri:

Two Seymour residents face felony charges for allegedly plotting to burn a house in retaliation against a child molestation suspect. On Tuesday, Richard P. Elder, 35, was charged with second-degree arson and second-degree burglary. His sister, Rita R. Hickey, 32, was charged with conspiracy. Authorities allege Elder broke into Terry L. Rippee's residence in Seymour on Oct. 2.

He reportedly admitted stealing several items before setting the home on fire, a Department of Public Safety probable cause statement said. Officials said they later discovered the missing items in a vacant home co-owned by Hickey.

Rippee faces a child molestation charge in Webster County. He has pleaded not guilty to the charge. ..more.. : by News-Leader Staff
