Man accused of beating up sex offender

9-8-2007 Wisconsin

APPLETON — A Wrightstown man is in the Outagamie County Jail after an alleged attack on a registered sex offender Aug. 30 on Appleton's north side.

David T. Starkey, 20, faces a preliminary hearing Tuesday. He was charged this week substantial battery, bail jumping and disorderly conduct. He was placed under a $1,500 cash bond by Outagamie County Court Commissioner Brian Figy.

The victim, a 33-year-old Appleton man, was treated at St. Elizabeth Hospital for extensive facial injuries, including two missing teeth.

According to the criminal complaint, Starkey told police he became aware of the offender's status because his girlfriend was contemplating renting a room from the man.

Starkey allegedly told police he had made contact with the man about his status as a sex offender and called him a "baby raper."

The two came into contact again at a beer party at a residence near the man's residence on North Street early Aug. 30 and Starkey confronted him about being a sex offender.

According to the complaint, when the man set his beer down, Starkey threw the first punch "and threw him into the wall and then onto the ground where he started punching (him) several times."

A witness said she estimated Starkey threw about 50 punches and kicked the man in the head while he lay prostrate.

Starkey allegedly told police "that he did not think what he did was wrong."

He said that he recognized that "he had gone too far."

Starkey allegedly told police that one of the victim's teeth became embedded in his hand.

Starkey was charged with bail jumping because he was out on bond on charges of battery and disorderly conduct.

Records on the sex offender registry Web site show the victim was convicted in Sheboygan County in 1993 of second-degree sexual assault. ..more.. by Dan Wilson
